Lt. gen. (retired) Edward Jan Gruszka, Advisor for the Deputy Prime Minister, Minister of National Defense Władysław Kosiniak-Kamysz. General Gruszka has hands on combat experience. He commanded the Multinational Brigade in Iraq during the Muktada al-Sadr uprising in Karbala, Iraq in 2004 and the Multinational Division in 2006. In January 2007 was appointed as the first Commander of the Special Forces. Then, from May 20, 2010, to May 20, 2013 served as the Operational Commander of the Polish Armed Forces. General Gruszka is interested in current global affairs and national security.

From 2016-18, he served as European affairs analyst at Polityka Insight. Thereafter, worked as the evaluator and researcher of EC’s policies in the fields of transport and communication at an international consultancy company.
Co-founder and board member of the Strategies 2050 Institute. At the Institute, he was responsible for research on Poland’s energy transition, the RRF and EU policies. In the 2023 parliamentary campaign, member of the staff of Poland 2050 and the Third Way responsible for communication.
Author and co-author of numerous reports summarising Poland’s achievements in the EU and the legislative activities of the EU institutions
He has worked, among others, with the Batory Foundation, the In.Europa Institute and the Schuman Foundation.
Graduate of the College of Europe in Natolin, Dublin’s Trinity College and Charles University in Prague.

Former soldier of the Polish Armed Forces, author of nearly 100 scientific publications in the
field of security. He began his military service in 1985, performing numerous command and
staff positions, including: commander of the 18th Airborne Battalion in Bielsko-Biała, the
Training Center for the Peacekeeping Forces in Kielce, the 12th Mechanized Brigade in
Szczecin and the 21st Podhale Rifle Brigade. Participant in many peacekeeping missions
(UNDOF, KFOR, SFOR, Iraq), awarded, among others, Gold Cross of Merit, Knight’s Cross
of the Order of Polonia Restituta and the Star of Iraq. Currently, he is the President of the
Institute of Risk Analysis Sp. z o. o. and is a lecturer at the University of Information
Technology and Management in Rzeszów.

President of the Management Board at PZL Defence, part of the Unimot Group. The
company specializes in the development of unmanned aerial vehicles (UAVs) and anti-drone
systems.
Since 2016, Maciej Borecki has been actively involved in the growth of the Polish defense
industry. For many years, he was associated with Fabryka Broni “Łucznik” – Radom, where,
as a member of the management board, he was responsible for operational development
and strengthening the company’s position within the Polish Armaments Group (PGZ). From
2022 to 2025, he served as President of the Management Board of Autosan, and following
the company’s integration into Huta Stalowa Wola, he also held the position of Director of the
Autosan branch, responsible for developing competencies in the area of military mobility.
He holds a degree in Law from the European School of Law and Administration in Warsaw.
He has completed prestigious management programs, including IESE Business School in
Barcelona and the Executive MBA at Kozminski University. He is also a graduate of the
Center for Leadership program in Warsaw.

An experienced Manager and Expert in management and finance with over 30 years of experience in academic and business environments.
Doctor of Economics (Academy of Economics in Katowice, 1996), specializing in multi-criteria decision support. For his doctoral dissertation, he received the Prime Minister’s Award in the field of economics.
He began his professional career as an assistant and later an adjunct at the University of Economics in Katowice, developing scientific and didactic activities.
He combined his work at the University with consulting and expert activities, specializing in financial planning, investment project analysis, risk management and project management.
He has held numerous executive positions and served on the supervisory boards of many companies.
Since 2013, he has been employed at Rosomak S.A. as the Director of the Department of Finance and Human Resources, Member of the Management Board. In November 2024, he was appointed CEO of the company.

Prior to becoming President of ComCERT S.A., he was, among other things, the author of software for state bodies protected under classified information regulations. He worked with government administration offices, joint government administrative bodies and public finance sector units, including state public-law institutions.

In 2016-2017, co-founder and Member of the Board of Directors of Aplikacje Krytyczne, a company owned by the Ministry of Finance, which develops analytical information systems to support the Tax Administration and other state bodies in criminal-fiscal activities and countering financial irregularities. In 2017-2019, served as a Board Member of the Social Insurance Institution (ZUS), overseeing the maintenance and development of IT systems processing data of over 25 million ZUS clients and transactions valued at over PLN 300 billion annually. Responsible for the digital implementation of the 2017 pension reform and other national projects: centralization of social contribution payments (e-Skladka), digitization of employee files (e-Akta) and digitization of sick leave (e-ZLA).

He served as a Member of the Digitization Council appointed by the Minister of Digitization, a Member of the Scientific Council of NASK, and an Advisor to the Steering Committee of the electronic ID card (e-ID) project – being appointed jointly by the Minister of Internal Affairs and Administration, the Minister of Digitization and the Minister of Health. He served as an advisor to the Presidents of selected state-owned companies. He is a member of the Scientific and Expert Council for Cyber Security at the Police Academy in Szczytno. He is a forensic expert qualified in the fields of IT, reverse engineering, cybersecurity, and IT copyright law.

A graduate of the Faculty of Electronics and Telecommunications of the Wroclaw University of Science and Technology and postgraduate studies in Project Management at the Warsaw School of Economics. He gained professional experience in specialist and managerial positions in telecommunications companies Telefonia Dialog and Polkomtel. Currently, he serves as the Team Manager and Leader of the project “Construction of an LTE Critical Communication Network” using the 420MHz band.

Kamil Grassmann, PMP® is the Technical Director and Member of the Management
Board at PIAP Space, bringing over 10 years of experience in managing complex space
systems engineering and robotics projects.
His core expertise involves leading R&D activities, as well as the development of
advanced satellite mechanisms, orbital robotics (IOS), and planetary systems.
Throughout his career, he has overseen critical MAIT activities and hardware verification
for ESA missions, including Athena , SpaceRider (TETHYS) , and Solar Orbiter (STIX).
He is also a co-founder and former CEO of the start-up SPACIVE Sp. z o.o., which
underscores his competence in strategic technology development.

Łukasz Jesis is the founder and CEO of Xopero Software S.A., one of Europe’s leading
product-based companies developing proprietary data protection technologies. For nearly
two decades, he has been creating innovative solutions that ensure business continuity and
enhance the digital security of organizations across key sectors — including finance, public
administration, and defence — around the world. Under his leadership, the company has
evolved from a local startup into a global provider of backup and recovery solutions, now
present in more than 60 markets.

He is also the founder and creator of GitProtect.io — a global leader in DevOps and source
code backup trusted by Fortune 500 companies as well as U.S. and U.K. government
institutions.

Łukasz actively contributes to discussions on cybersecurity and Poland’s technological
sovereignty, promoting the development and growth of domestic technologies.

Representative of the Telemond Group, which has factories in Kostrzyn nad Odrą, Szczecin,
and Przemyśl, producing crane structures, as well as structural and armor components for
tanks, infantry fighting vehicles, and military trucks. He represents the Telemond Group in
investment processes and in contacts with military equipment manufacturers in Poland. He
holds a PhD in law, specializing in financial risk in contractual relationships, and is a legal
counsel. He speaks English, German, Russian, and Italian.

Major General Szymon Koziatek was a cadet at the Mechanized Forces Officers’ School in Wrocław (from 1989 to 1993), graduating as a top student. After
graduation, from 1993 to 1999 he was a platoon and company commander
in the 18th Airborne Assault Battalion. During the years 1999 – 2001 he attended the National Defence University. Following years he spent in the 25th Air Cavalry
Brigade as: Battalion Chief of Logistics, Brigade Operations Section Officer, Battalion Chief of Staff, Brigade Operations Section Chief, Battalion Commander and Brigade Training Chief.
In 2010, he was assigned to the Operational Command of the Armed Forces, where he served as the Head of Land Operations Branch, Deputy Head of the Command Center and Head of the Joint Operations Center.
In 2016 he graduated from the Canadian Forces College where in the years
2015 – 2016 he studied the National Security Program.
From 2016 to 2018, he served as Deputy Head of the Planning and Programming the Development of the Armed Forces Board (P5) in the General Staff of the Polish
Army, subsequently he was appointed to serve in the 6th Airborne Brigade in the position of Commander. In 2019 he returned to P5 in the General Staff of the Polish Army as Head of the Board, where he performed his duties for 3 years. On the
October 1st 2022, by the decision of the National Defence Minister, he was appointed Commander of the 12th Mechanized Division.
From February to July 2025, he served as the Commander of the Operation “Bezpieczne Podlasie”.
General Koziatek also participated in deployments to Iraq and Afghanistan.
By decision of the President of the Republic of Poland, March 1st 2018, he was appointed the first general rank, subsequently on August 14th 2023 he was promoted to Major General.
In 2025, he was transferred to the 2nd Polish Corps, where he serves as the Deputy Commander – Interoperability.
Major General Szymon Koziatek is an experienced jump-master who has completed over 500 parachute jumps in his military career.

Ewelina Kozłowska is the Head of the Cybersecurity Department at the Polish Air Navigation
Services Agency (PANSA). She is responsible for the organization of information security
issues, such as SOC monitoring, security systems maintenance, vulnerability and risk
assessment, awareness and cybereducation, and vendors’ cyber-requirements . She
previously worked for the Polish Civil Aviation Authority and a national air carrier. For
seventeen years, Ewelina has worked on critical infrastructure, including IT, information, and
physical security. In her daily duties, Ewelina works with a national military cybersecurity
team and all IT vendors for PANSA, as well as Polish airports and airlines.

Radosław Maćkiewicz has been the Director of the Centre for Informatics Technology since December 2023. He is an experienced manager in the new technology industry, particularly in cloud computing, cybersecurity and IT service management.

For many years, he worked for global IT solution providers, including Microsoft and Hewlett-Packard, and is an academic lecturer on new technologies, entrepreneurship and practical management psychology.

A graduate of the Warsaw University of Technology, he holds an MBA from the Warsaw University of Technology Business School, jointly with London Business School, HEC Paris and NHH Norwegian School of Economics.

Civil Servant in the Cybersecurity Department of the Ministry of Digital Affairs.

He has been involved in security for almost 20 years, having previously worked in IT
departments dealing with tool development and business support. The combination of
experience in the IT perspective and responsibility for security allows to focus activities to
achieve specific expected results for the company. He believes that security is not a
compromise – either it is or it is not – it is important that it is adequate to the threats. As part
of his professional activities he integrates the areas of risk management, security and
business continuity. Krzysztof is an advocate of using synergy in IT and security activities.
He used his experience in public and financial sector companies. He believes that in
providing security there is no competition between the entities, and the exchange of
knowledge and experience is crucial for the effectiveness of counteracting the threats.

Krzysztof Szubert is a Polish entrepreneur, investor, and strategic advisor with nearly
30 years of experience in the fields of digital technologies and finance.
He has held leadership roles both as CEO of private ICT companies and as a senior
public official in government administration. He was the first-ever representative of
Poland to be invited to a G20 Digital Ministers Meeting. For his contributions, he was
awarded the Knight’s Cross of the Order of Polonia Restituta.
A graduate of the Warsaw University of Technology, he served as a Visiting Fellow at
the University of Oxford from 2017 to 2020 and, since 2024, has held the position of
Senior Associate Member and Senior Expert at the university’s Centre of Excellence
in Cyber Security (ACE-CSR). Since August 2022, he has been a member of the UN
High-Level Advisory Body on Digital Cooperation (IGF). He is also a long-time expert
for the Business Centre Club (BCC) and a member of the mentors and experts team
of NATO DIANA.
From 2020 to 2022, he served as President of the Management Board of the VC co-
investment fund NIF ASI S.A. From 2022 to 2024, he was Vice President of the
Management Board and Chief Information Officer (CIO) at PKO TFI S.A.—part of
PKO Bank Polski, the largest bank in Poland—where he was responsible for digital
transformation, cybersecurity, and digital business initiatives.

Colonel Roman Utracki has hands on experience, knowledge and skills based on serving in missions abroad in Iraq and Afghanistan. From 2018 to 2022 he served in the Polish Armed Forces General Staff. Since 2022 to 2025 Colonel Utracki was appointed as the Assistant Chief of Staff Operations in the Allied Joint Force Command in Naples (Italy). He was in charge of the Operations Assessment of the NATO ongoing operations in Iraq (NMI) and Western Balkans (KFOR). Actually Colonel Utracki has been appointed in the Office of MOD.
